Mages — The Arcane Synod
Ritual discipline in service of the empire
In the High Kingdom, mages do not act by personal will. All arcane power is regulated by the Arcane Synod—an institution that ensures magic does not disrupt the balance upon which the empire rests.
Headquartered in Tor Seraphis, the Synod combines ritual authority, political oversight, and constant surveillance. The Greater Circle brings together the arcane houses with a right to speak. The Archmage handles operational decisions. The Prefect of Discipline commands the Seekers, who monitor and sanction any misuse of magic.
No mage acts unaccompanied. Outside Seraphis, all spellcasting must be witnessed and consecrated by a Sister of Serens.
Some noble houses still maintain private circles, protected by ancient treaties. A few tolerated colleges operate at the edge of direct control. But the empire watches. And when the balance shifts, the Synod moves.
Mages do not embody freedom. They embody the duty to contain what others merely fear.
